Donna M. Clark - Senior Economist
Ms. Clark is a Senior Economist at Veritas Economic Consulting. Ms. Clark has over 15 years’ experience in economic consulting and regulated utility arenas. Ms. Clark has been involved in estimating the socioeconomic impacts of regulatory policies and estimating the natural resource damages to waterways from hazardous substance releases. She has also developed a recreational random utility model and created compensatory restoration plans for sites in several states.
Ms. Clark also has extensive utility experience conducting economic research and analysis in the strategic and integrated resource planning areas. This experience includes developing econometric models for electric and natural gas demand forecasts, special utility rate studies, impact studies of natural gas marketing and electric demand-side management programs, and strategic planning analysis assessing financial risks due to changes in regulations and/or customer behaviors. Ms. Clark has also assisted with numerous rate cases and regulatory filings including serving as an expert witness and developing critiques of state filings.
